威勢のいいことばかり言って、行動が伴わない人のことを「あいつは口だけのやつだ」なんていうことがあります。

こういった表現というのは万国共通なのだろうか?と思って調べてみると、少なくとも英語には似たような表現があることがわかりました。

(informal) if you say somebody is all mouth, you mean that they talk a lot about doing something, but are, in fact, not brave enough to do it

「あいつは口だけでズボンを履いていないやつだ」というのは、結局「口だけのやつだ」と同じ意味らしいのですが、絵を想像すると思わず笑ってしまいそうになります。

何かのきっかけで日本語にも輸入されたらいいのに、と思ってしまうコミカルな表現です。
